Parking on footways and double yellow lines

The corner of Well Lane and Childwall Lane, the top of Well Lane to Childwall Lane have had serious parking issues for months. I have called and reported in the past but heard nothing back.

I have had cars almost hit me on numerous occasions because of the parking reducing visibility for road users.

I believe most of the cars parked on the footway and double yellow lines are users/staff of the Elm House day nursery. I have multiple images of cars blocking the footway, parked on the corner junction and the double yellow lines. Most of those vehicles are there all day.

Pedestrians cannot use the footway as the cars are blocking it, visibility for road users at the junction is dangerous and collisions are inevitable.

Sadly now vehicle owners believe it their right to fully block the footway making it dangerous and often impossible for footway users to use them forcing then into the road. This junction is a cut through and vehicles drive too fast around the corner into Well Lane and I have witnessed pedestrians almost get hit as a result of being forced onto the highway by parked cars.
