People parking on grass verges

People picking up and dropping children off have no respect for residents and park any where they feel fit.They rip up all the verges and park on double yellow lines and zig zags.I have reported this to many council ears but to no avail.

No one has been to view damage to verges which has got worse.Maybe a few more bollards and double yellow lines would help?
