Concrete base plates, pallets etc. causing an obstruction to rear of Natwest and blocking fire escapes

These have been here for a long time, several months, and it's unclear where they came from, but they are beginning to cause an issue. Please could these be removed? There's additionally fridges etc., that are being left there, so these obstructions of materials being stored is accruing flytipped items. This has an impact on the building and the environment around it. Please could this be looked into so that it doesn't become a further problem?
