Bins left out blocking pavements

The flats 1-8 Moir avenue are constantly leaving their bins out blocking the pavement. This has been going on for years and now that collections have been reduced the rubbish is often overflowing onto the streets. This not only causes a blockage of paths for any wheelchairs, buggies or infirm people on paths it is is also attracting animals who then rip open any loose rubbish bags and spread the rubbish further. There have also been dirty nappies strewn from the bins. I would like them to keep bins on their property and not be littering the street.
