Car causing obstruction/access

This car is parked in a space specifically designed for the council to access rubbish bins. The bins cannot be pulled out while the car is parked there. The car is also obstructing other vehicles from getting in and out of the car park spaces as it's sticking out in to the middle of the car park.

Updates

Received an email from the council informing me they will send somebody to issue tickets to anyone breaking the law. To date no tickets have been issued.
