Drains have been blocked for months mud and silage from farm vehicles

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 7279477.
It was promised that this was happening as signage was put up stating 10th March and we recieved a hand delivered letter from the workmen. No workers arrived signage still there (see photo) numerous calls to council who actually deny the signs or the letters were put out? Drains smelly blocked and probably a haven for disease passive potholes also being hidden in the drain overspill This is a byway open to all traffic
