My external stopcock has been paved over and I can't turn my water off to repair my boiler.

Thames Water no longer dig up incorrectly laid pavements to replace external stopcocks. All other houses on my street have external stopcocks but mine was paved over. Thames Water are refusing to dig up the path to replace my stopcock. I cannot repair my boiler without switching off the water. My internal stopcock is old and I'm advised not to try and move it. If you have a water meter, the stopcock will be in the same hole, and it has to be accessible so the meter can be read. If you don't have a water meter, try asking for one to be installed.
