The recent repair carried out is fine, but the debris removed from the hole was not removed, but was dumped in the roadside ditch, water course. Large pieces of broken road tarmac casually tossed into the green ditch.

As above. This kind of fly tipping workmanship needs to be reported, as normal practice is to remove and debris and dispose of environmentally.
