Roadworks blocking contraflow cycle lane

Roadworks at this location are blocking the contra-flow mandatory cycle lane on CS3. The contractors have put out barriers with no warnings or other routes, meaning that cyclists come around the corner blind, into oncoming vehicles.
The roadworks are unlit, and the only sign is a small one saying "Footpath closed", which refers to the footpath, not the cycle path!
