Extension lead across the public path

Someone must live in the RV that's been parked on street for a while. They have pulled a power extension lead in from the adjacent home to the RV in a rather precarious fashion, up in the air across the public pathway. It looks dangerous. If the live cable got severed in the wind and fell on a car it could charge it. Looks shabby and dangerous.
