Entrance to windmill woods

The entrance to windmill woods has been blocked by a permanent fence. There was a sign saying they were doing tree maintenance. I’d like CEC to confirm whether it’s appropriate to shut a right of way for 5 months for tree maintenance. Please confirm whether permission is required and in place for this to happen and whether CEC is monitoring the situation. Thank you.
