Pavement dug up and surrounding roads have three way traffic lights

Sent to Richmond upon Thames Borough Council less than a minute later. FixMyStreet ref: 7250695.

The pavement has been dug up and the roads around have had a 3 way lights system imposed on a major thoroughfare causing massive knock on tailbacks onto chalkers corner and around including south circular, mortlake road, clifford avenue and further along lower richmond road both ways. Today, as the photos show, there were no workers actually working there. This, on a twickenham match day, with junction 10 & 11 of M25 closed caused total traffic chaos. In particular, cars trying to cut through Shalstone and Kingsway to avoid the traffic lights were queuing, with engines on, for lengthy periods. Residents were unable to transit anywhere easily because of these issues and emergency services would have been stuck. This is unacceptable - to have no warning of the works and to have no workers actually working there. As just the pavement was dug up and not the road - as shown in the pictures, surely there could have been an option to not put the traffic lights in until the workers were there. Also the works could be done at night time to minimise disruption.
