This car has been abandoned on Cheapside for months now. It racks up parking fines but is never removed, despite multiple reports to the council. It's encouraging people to park on and obstruct the pavement, and is itself an obstruction and carelessly parked.

The tax expires in 20 days, once that happens, there are more powers to do something about it.
