Sudden appearance of traffic cones

For six months now we have been waiting for a kerbstone to be mended at the entrance to the car park of Coppice Gate. About a week ago traffic cones appeared on either side of the car park entrance but no repair. Motorists have now started moving the cones on to the pavement and parking there anyway. What is happening?
