Large pothole appearing after repair

This pothole was reported in late Dec 24, and was "fixed" some days afterwards. However, due to possibly "just throwing down some tarmac, and patting it down and hoping that would fix the matter approach" the hole is reappearing again. Water flowing down the hill is not helping either. As you can see, the hole is right under the sign for the Methodist church.
