Parks illegally continually

Reported before. Told cause didn’t have a plate on couldn’t do anything. Photos from before and today show it does has a reg plate. It is taken off and on as owner knows when it is off can’t get a ticket. Surely this is evidence with plate on again ? Parks continually Seems to take it off when wardens are in the area. Workmen couldnt use loading bay again
