Illegally parked and abandoned in private car park

Legal owner of private parking space did not authorize unknown car to occupy the space. Car has expired road tax and MOT of over a month. Front bumper appears damaged. Inside of the car contains significant amount of food waste, furniture and dead plants. It appears that the car owner deliberately parked the car in the private space to avoid law enforcements to carry out legal action. Concern that the car has been abandoned.
