Sleeping rough on public trail

The Ely Trail is regularly used by walkers, runners ,cyclists. Someone has "set up camp" on the river bank (see photos) , been there for six weeks and rubbish is slowly accumulating. In addition a large trolley (see photo) is now on the trail and which was previously outside the tent and used to transport the large wooden boxes shown. It is disturbing to have to pass this "camp" as we don't know who is living there. Might be innocently homeless or might be less friendly.
