Unsafe path due over grown weeds and slippery surface

Path has become unsafe to use, over grown bushes / weeds and washed soil has narrowed the footpath. This is next to a 40mph road on a slight bend. The whole path is in bad condition with very poor lighting, but this area is the worst and an accident waiting to happen.
