Style for public access broken

This style used to have an upper section of wood which has rotted away. There is now exposed barbed wire which is caused injury to persons, dogs and wrecked clothing items.

The lower part of the style is rotten, one of the legs doesn’t touch the floor anymore and it’s just hovering so the style tips every time you stand on it. If you’re not tall enough or don’t have long legs, you can’t get over it without having barbed wire in your crotch.
