Persistent flooding on Blounts Court Road when it rains

There is persistent flooding aross Blounts Court Road outside my property (Daybell) when it rains. It can stretch almost the entire width of the carriageway. It also floods onto my driveway and garden. Cars driving through it throw up large amounts of water. This has been happening for a long time, ceratainly more than two years. The previous owners told me there is a soak away with drains under the road, and I think maybe it was last attended to during COVID? There is no footpath on this stretch of road, so it makes it difficult for the many walkers along here to get past safely. Attached two photos, one from today and one from last September.
