Black eye caused by wheelie bin on pavement

My daughter walking on pavement on Rayners Lane,having an asthma attack,which is not nice having to deal with as we're trying to get to where the ambulance was she went face first into the corner of the wheelie bin on the pavement that was placed infront of another wheelie bin on the pavement,got a big cut under her eye which has now turned into a black eye, This is a massive hazard,wasn't night time,in broad daylight,whilst holding on to pushchair as she is only 4yrs old, The damage done is bad enough but could have been much worse, We had enough to deal with, Bins should not be halfway blocking a public path way,this one on Thursday,it's still like that today, Bin collection day is Monday, Something needs to be done about this,before some other child gets badly hurt.
