Parking illegal on loading bay

This offender is using our street to park his business vehicle and trailer on loading bays all time does not move them and says to people he got the right without paying for space needs to stop from 8am till 6pm all week including weekends Saturday as well your meters say 8am till 6pm Monday to Saturday loading bay 10 mins Grace he not moving
