9 Southlands and the road

Last October the section of the land drain that passes under Southlands, Holmes Chapel , and goes on to the Croco, was blocked which caused the pond at 9 Southlands to flood. Highways have riparian ownership of the part that goes under the road. Highways attended last year and unblocked the pipe in the chamber in the road. The same has happened this October and the resident has been trying to get the drain unblocked again. the garden is waterlogged - many plants in the garden have been under water for months.
Please can the drain be unblocked
