Only one street light working

Only one of The street lights on the pedestrian footpath from the train station towards Morrisons is working. At night I feel vulnerable walking back from station to parked car

    These are private owned lights, not sure who exactly it is (check for a sign of the car park owner?)

    I repaired these about 10 years ago but i was not aware who the owner was.
