Parking a commercial vehicle on a pavement blocking a site line in and out of our estate.

We have a problem with a tenant that has moved here, he keeps parking his works van basically on top of our drive and when exiting the drive we have no site line out of the entrance. We as neighbours have asked him politely on numerous occasions not to park there and he simply just shrugs his shoulders and basically says tough. We have looked on the deeds and it states that no commercial vehicle, caravans, horsebox etc are only allowed on private drives. Because of his van an accident is waiting to happen and if emergency services tryed to enter the street they would have difficulty.
