Cars parking on the grass verges

Cars and more particularly vans and lorries are parking on our verges. The Authority has put in recently trees and historically posts to stop this but for some reason the verge outside our house (164) doesn't have any such thing and the extension of the tree planting means vehicles are now parking more on the verge adjacent to our house. The tree guys said that they couldn't plant a tree on the verge adjacent to us because of the fibre optic cables beneath the verge but that wouldn't prevent posts going in as per other parts or the road.
