Surface water drainage gulley still completely blocked after 2 years

The highway drain outside Orchard Lea was cleared today but the gulley itself still remains partially blocked outside Lauderdale, and completely blocked between Orchard Lea and The Willows, so that water comes up out of the manhole covers instead of down the drain and continuing down the gulley through the village to the River Avon at the Fleet.It had been like this for 2 years and the blockages have been identified by CCTV survey and shared with Highways

Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
