Badly positioned temporary road sign

The sign is positioned partially blocking the cycle track, and is almost invisible, a grey sign against a grey background,and mostly at head height, only a couple of legs at ground level. There is no tapping rail, so a bind person with a pole would walk straight into it. The sign could probably be positioned in grass verge, but then would probably be too close to the cars. Where it gets dark the sign will be invisible because it will be lost in the glare of headlights. At the very least the total width and length of the sign should be clearly mark with barriers and cones at ground level..
