Ditches are completely full of water and rubbish

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 7131656.

All along this section the dirches are full of rubbish and overflowing with water. The road way into the New milton sand and ballast site is completely flooded meaning the water is being splashed over all the cars and grass verges all along that part. Why do the workmen not come back and clear their rubbish (cones, signage) when they leave?????
