5 way traffic lights not working.

Sent to Hull City Council less than a minute later. FixMyStreet ref: 7115843.

Traffic is backing up on Raich Carter dangerously on the approach to Barnes roundabout. This area has a solid white line, indicating no stopping over the brow of the bridge. This has caused many near misses 11/02.
