Flooding on road

As you go under the bypass bridge on Cowley Road, Littlemore in the direction of Newman Road, on the right hand side before the right hand fork the road is flooded due to heavy rain and probably blocked drains. Please could it be cleared. Also, the graffiti under the bypass bridge on the left hand roadside wall in the direction of town, and the spilled white paint on the right hand roadside pavement, both reported some weeks ago, are still there. Please could they be removed. Many thanks.
