Vegetation overhanging footpath and growing over path

The hedges between the entrance to the garage and the boundary of 100 Hailey Road are overgrown and prevent pedestrians from safely walking on the footpath. Vegetation from the bottom of the walls outside 98 and 100 Hailey Road has spread across the pathway making any remaining tarmac surface very narrow. In addition, the pathway itself is badly degraded, particularly where the driveway to 98 crosses it. In heavy rain it is impassable without waterproof footwear. This footpath is on the walk to school route for Witney Community Primary.

This refers to the frontage of 98 and 100 Hailey Road. Might not have been clear from what I wrote earlier.
