Wheelie bins permanently kept on public footpath and over sewer grids. Smelly, unsightly and blocking almost half of the path where they reside. Bins are required to be put away, due to foot ways being used by residents, carers and medical staff. People with walkers and scooters find it hard to navigate this area of the footpath. Disabled people who have to have someone walk at the side of them, have to walk on the muddy grass to get around the bins. Section 46a of the Environmental Protection Act 1990 states that: 1) Bins left out for several days, restricting access to the pavement. 2) Causing an obstruction.
