Sign says 'Residents Parking Only'...

This seems to be implying that it is an offence to park on a road that is maintained at the expense of the public purse. It needs to be removed...

That's off street parking which would normally be private however it looks like the whole council owned street has been removed to build it and the council don't seem to know it's been stolen from them.
