Unauthorised buildings work on public area?

Sent to Wolverhampton City Council 3 minutes later. FixMyStreet ref: 709908.
I am concerned that I have never seen any notification posted on this site about the previously public land with a bench and bin, being sold or legitimately developed. It seems that whomever owns the previously derelict building on Newhampton Road is expanding their perimeter and been building on it the last few months at the public's expense? Please update.. Thank you.
