Water off the field on the road freezing

Water is coming off the field onto the road at Rew Street flooding the road. A drain is blocked and water is being carried along the road by cars, with the cold weather this has frozen creating sheets of ice. I have fallen off my bicycle on the ice last weekend. This problem have been an issue for the last two years.
