Large hole back again - Well over a year unrepaired

The temporary patch has again failed in this very long standing pothole which has been there so long Google have even mapped it!
For well over a year now this has been damaging vehicles. Today it remains a serious hazard e on a main A road.
How & why is it taking so long to properly repair this area?
Please infill again with urgency to save motorists the cost of damage.

HCC criminally neglectful response to this issue recently:
"Following an investigation by our local Assistant Highways Engineer, they have determined that there are no defects at this location that meet HCC’s intervention levels. As such, HCC will not be carrying out any work at this location at this time. This location will continue to be monitored through routine inspections until such a time as any defects that meet HCC’s safety intervention criteria become apparent. "

Why is this large potholed patch still not properly repaired? It has been marked up for proper patching for years now. With weather deteriorating, so too is this mess & it is only a matter of time before the latest temporary infill washes out & this starts damaging vehicles again.
