Sign in the wrong place

Yesterday, my husband walked out of Fairview Road going up the hill towards Oxford Road. He met a car coming down the hill, having driven through the No Entry signs. He spoke to the driver who said he is a stranger to the town and only saw the 20mph sign, thinking he could drive down the hill. Which is One Way from the junction with Old Parr Close. This is something that I thought would happen. The sign seems to give drivers permission to go through the No Entry as long as they are not doing more than 20mph. Can this error be fixed, by moving the sign to the other side of the road?
