Bicycle on pavement, locked to a post.

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 7092973.

Outside no. 3 Howard Street. Has been there at least 13 months. I reported it last October but, although I indicated on the map where it was, it seems that a bike locked up outside no 35 was removed.
