Warning sign still obscured.

Ok, so someone has come and cut a few twigs away, yet, the sign is still obscured partially from a distance. These signs need to be visable from several meters away, ie as you come down the hill towards the bend. The sign is only fully visible when you stand next to it. The sign still has branches in front of it, some are dead, some live, and these will no doubt have leaves on them in the spring, further obscuring the sign. So why did the person who snapped a few twigs away, not totally remove all the branches from this sign??
