Streetlamp on footpath between two roads blocked by overheight vegetation

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 7092596.

I first reported this well over a year ago - September 2023. I have since re-reported it, as it seemed to have fallen off the system. It was then closed down without any action being taken. I reported it again, with a word of complaint. It has now been closed again with, finally, an explanation. Private Vegetation... I do not, however, understand the reasoning. The vegetation is NOT within anyone's private property, (Numbers 15 and 6 Elm Close - as their fencing clearly indicates), so to say it is not a Highways issue is surely incorrect? This is a dark little path at night. There are no nearby lampcolumns in Elm Close. It feels unsafe.
