Whilst the beetle is TAX and MOT exempt the car is in a bad condition and hasn't moved in years. Tyres are flat and its rusting away. Despite the exemption they do have a responsibility to ensure that their car is roadworthy and safe to drive. This means that the brakes, tyres, mirrors etc. should all be in good working order.
