Car using grass verge as parking space

Not sure who to report this to but this van is always parked on the grass verge on outside 39 Harbour Way, Shoreham-by-sea, BN43 5BX. I have asked the owner not to park there but he takes no notice. There's plenty of ample inrestricted parking on the road. He's been parking there for well over 6 months.
