Parking on pavement

Car constantly parked in ovens forcing pedestrians into the street. There are lots of children walking this path and a few disabled residents using mobility scooters. It is also on a bit of a corner so people who are being forced into the road can’t see oncoming traffic clearly. The driver also parks over the dropped pavement so mobility scooters have to turn on a narrow pavement to get back to the previous dropped paving to get onto the road. I have seen one mobility scooter almost tipping over when doing this
