Fence erected on public land

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 7071619.
This home owner chopped down a mature oak a year or so back outside their fenceline. Now they have erected a new fenc right up to the path, absorbing public land into their property boundary. Clearly evident from Google Street View. If the council never sold this land then the homeowner has literally stolen it. The back fence line has increased by > 2meters, this is approx 10-15 meters squared land grab.

The grass that was between the path and original fence line provided nature a highway along Vigo Lane. That is now gone. Disgusts me that people think they can get away with stealing public land.
