Sent to Torbay Borough Council less than a minute later. FixMyStreet ref: 7070188.

Recycle bins are left on the pavement all day all week blocking access for my child's pram. I have moved them previously only for the owner to now tie them to their wall so any parent with a pram now must walk in the road.
