Water leak

Water has been leaking for 5 months or more Has been marked with blue paint ?a while back, this has happend on at least three occasions in the past few years the trouble is it seems to happen and left for months on end ,the water board have had plenty of time with nice weather to get the job done it starts slow and seems to deteriorate as it gets colder , its been a while and green moss has appeared in places not alot but the weather getting colder and a wreford crescent being a slope the potential not being sorted Before winter could cause accidents to cars skids or public as could freeze over and become a ice sheet also been approached by a neighbor asking if our water pressure has dropped saying they have had the council out to check pressure as seems to have dropped since as above may be related or not ? The main objective is to have it done be for frosts and freezing weather sets in or if left a accident to cars or public happens at the exspense of the water board this has been trickling for far to long about time it was sorted properly this time thanks number 28 and 30
