Car parks blocking path completely daily

Sent to Leeds City Council less than a minute later. FixMyStreet ref: 7067687.

Car parks completely blocking footpath repeatedly. Owner of vehicle claims path is their land because an extended drop kerb in place. Becomes aggressive when approached. Drop kerb exists for parking on their property. They just don't use the drive and prefer to be a nuisance.
