Blocked footpath and large amount on kerbside

Footpath blocked by branch, I have managed to move the smaller ones. Large amount of mud/rotten leaves on both sides of the curbs going into Summers Close. All of this is making it difficult for my husband who is a full time wheelchair user- he has to go on the road to access the footpath at the end of the road. Also makes it very slippery driving out of the close when it has been icy. Been like this for several weeks. Thank you
